Brig. Gen. Andrew Cecil assumed his position as the U.S. Army Europe and Africa Deputy Commander for Mobilization and Reserve Affairs in July 2024.
Brig. Gen. Cecil is a native of Fort Knox, Kentucky and is an Aviation Officer. He received his commission from the United States Military Academy at West Point in 1996 as an Armor Officer.
Most recently, he was the Joint Staff Current Operations Director (J33), United States Africa Command (USAFRICOM).

Langley; Deputy Commander, Army Reserve Aviation Command, Fort Knox, Kentucky; Executive Officer, Army Reserve Engagement Cell, United States Army Africa, Vicenza, Italy; Battalion Commander, 1-158 Attack Helicopter Battalion (AH-64D), Conroe, Texas; Aviation Assignment Officer, United States Army Human Resources Command, Fort Knox, Kentucky; Company Commander, 339th Military Intelligence Company(C-12), Joint Reserve Base Fort Worth, Texas; Operations Officer, 8-229 Aviation Regiment (AH-64D), Fort Knox, Kentucky; Company Commander, B/8-229 Aviation Regiment (AH-64A), Fort Knox, Kentucky; XO, S-1, 1/16 Cavalry Regiment, Fort Knox, Kentucky; and Tank and Scout Platoon Leader, 1-4 Cavalry Regiment, Schweinfurt, Germany.
Brig. Gen. Cecil holds a master’s degree in strategic studies from the Army War College and a Bachelor of Science in Systems Engineering from the United States Military Academy. He is a graduate of the Army War College, Intermediate Level Education, Aviation Captain’s Career Course, and the Armor Officer Basic Course. He is a qualified pilot on the AH-64A and AH-64D attack helicopters and the C-12 aircraft.
His awards and decorations include the Defense Superior Service Medal, Bronze Star Medal, Meritorious Service Medal, Air Medal, Combat Action Badge, Senior Army Aviator Badge, and the Air Assault Badge.
He is married and has three children.
