APIA, Samoa (Sept. 15, 2023) – U.S. Army Capt. Sarah Waibel, veterinarian for Pacific Partnership 2023, and Dr. Mel Moore, volunteer veterinarian, evaluate an amputee dog at the Animal Protection Society Samoa, Sept. 15. Now in its 18th year, Pacific Partnership is the largest annual multinational humanitarian assistance and disaster relief preparedness mission conducted in the Indo-Pacific.
