DEFENDER is the Army’s largest annual opportunity to exercise moving personnel and equipment into theater across modes for initial and follow-on operations critical to Large Scale Combat Operations. Led by U.S. Army Europe and Africa, the exercise focuses on the strategic deployment of CONUS-based forces, employment of Army Prepositioned Stock and follow-on exercises demonstrating lethality and interoperability with Allies and partners

U.S. Army Maj. Nicholas Hally, bilateral affairs officer for the Massachusetts National Guard, Kenya U.S. Liaison Office, U.S. Embassy Nairobi, hypes exercise Justified Accord 2025 (JA25) during the exercise's mid-planning event in Nairobi, Kenya, Sept. 13, 2024. The exercise holds special significance to him as Massachusetts celebrates the 10-year anniversary of their State Partnership Program with the Kenya Defence Forces. JA25 is U.S. Africa Command's largest exercise in East Africa, running from February 10 - 21, 2025. Led by U.S. Army Southern European Task Force, Africa (SETAF-AF), and hosted in Kenya, Djibouti and Tanzania, this multinational exercise builds readiness for the U.S. joint force, prepares regional partners for UN and AU mandated missions, and increases multinational interoperability in support of humanitarian assistance, disaster response and crisis response.
