About US

As the DoD proponent, the DOD Contractor Personnel Office (DOCPER) leads US participation in the bilateral and interagency NATO SOFA Status Accreditation (NSSA) process for qualifying DoD contractor employees in Germany and Italy. DOCPER's efforts provide flexible support for DoD at an affordable cost while bolstering the integrity of the US relationship with Host Nations (HNs); keep contractors in compliance with international agreements and HN immigration laws; and promote stronger, more productive military-civilian-contractor teams that enhance DoD mission readiness. NSSA is obtained through a two-phased, bilateral process: review and approval first of contracts, and then of associated contractor employees. In Germany, the authority for granting this NSS originates in Articles 72 and 73 of the NATO SOFA Supplementary Agreement. Within Italy, this authority stems from separate international agreements and is implemented via a "Tri-Component Directive."
