WEBVTT 00:00.600 --> 00:02.656 And now it is my very great honor to 00:02.656 --> 00:04.433 welcome General Chris Donahue , 00:04.550 --> 00:06.550 commander of the US Army Europe and 00:06.550 --> 00:08.699 Africa to the stage for his remarks . 00:08.789 --> 00:09.789 General Donahue . 00:20.620 --> 00:24.350 Put Good Morgan to everybody , um , 00:24.639 --> 00:28.040 one , General Brown , uh , thank 00:28.040 --> 00:31.389 you , um , for everything that you have 00:31.389 --> 00:33.799 done in AUSA . This is your vision to 00:33.799 --> 00:35.966 do this now we're at the right time at 00:35.966 --> 00:39.169 the right place , um , to , uh , Alan , 00:39.439 --> 00:41.606 uh , who by the way is a great , great 00:41.606 --> 00:43.990 partner of all of us here of everything 00:43.990 --> 00:47.000 that we do in Germany , um , thank you 00:47.000 --> 00:49.310 for setting us up for the exact moment 00:49.310 --> 00:51.680 of what we have to talk about . To all 00:51.680 --> 00:53.902 of our allies and partners that are out 00:53.902 --> 00:55.902 there , we have allies and partners 00:55.902 --> 00:59.479 from Asia , Africa , uh , South 00:59.479 --> 01:02.680 America , obviously Europe uh thank you 01:02.680 --> 01:04.902 all for being here . As you look at our 01:04.902 --> 01:07.013 panels , we will have panels from and 01:07.013 --> 01:09.180 this really goes back to what Alan was 01:09.180 --> 01:11.610 discussing . We all of our panels have , 01:11.819 --> 01:14.220 uh , allies and partners from other 01:14.220 --> 01:16.276 locations . Ukraine will be here and 01:16.276 --> 01:18.553 they will talk to us from their panels . 01:18.553 --> 01:20.664 I think you'll find what they have to 01:20.664 --> 01:22.776 say will only further your desire for 01:22.776 --> 01:25.959 where we have to land . Um , so as I 01:25.959 --> 01:28.480 look across this audience , really all 01:28.480 --> 01:32.370 I see is opportunity . The first 01:32.370 --> 01:35.059 opportunity from our leadership is 01:35.059 --> 01:37.580 clear . Allan highlighted it , 5% 01:37.580 --> 01:41.309 commitment . Now what I want to 01:41.309 --> 01:44.059 talk about is really what is our role 01:44.610 --> 01:46.666 as the military , what do we have to 01:46.666 --> 01:48.388 produce ? The first thing is , 01:48.388 --> 01:50.443 especially for the US military , but 01:50.443 --> 01:53.349 also for the 32 members of NATO , South 01:53.349 --> 01:55.349 Korea , Japan , Australia , and New 01:55.349 --> 01:57.405 Zealand and you'll see many of these 01:57.405 --> 01:59.571 other four countries from Asia here as 01:59.571 --> 02:01.516 well . If you were to go across to 02:01.516 --> 02:03.739 SAGUN and SATU , you see them there . 02:04.069 --> 02:06.349 Why ? Because we understand the global 02:06.349 --> 02:09.960 threat . So what is our role here ? 02:10.160 --> 02:12.800 So , uh , as the Lacom commander for 02:12.800 --> 02:15.679 NATO . And is the United States Army 02:15.679 --> 02:18.720 Europe Africa commander . Our previous 02:18.720 --> 02:20.664 bosses , General Walters , General 02:20.664 --> 02:23.899 Caboli . And now General George in 02:23.899 --> 02:26.149 particular as we drive what we have to 02:26.149 --> 02:28.009 do out here and what is that 02:28.009 --> 02:29.842 specifically so as we talk about 02:30.279 --> 02:32.390 everything that all these things that 02:32.390 --> 02:34.279 everybody talks about what is the 02:34.279 --> 02:36.501 specificity required to truly make that 02:36.501 --> 02:38.446 change ? Well , the first thing is 02:38.446 --> 02:40.557 those previous leaders have converged 02:40.557 --> 02:42.779 all the plans and so that we have unity 02:42.779 --> 02:45.570 of effort and unity of exactly what we 02:45.570 --> 02:47.459 have to do and they're called the 02:47.459 --> 02:49.639 regional plans . Within those regional 02:49.639 --> 02:52.600 plans , we started in the Baltics to 02:52.600 --> 02:54.767 try to get to how do you actually make 02:54.767 --> 02:56.919 it so that industry and the nations 02:56.919 --> 02:59.389 know exactly what the requirements are . 02:59.800 --> 03:01.911 Ultimately , that is now known as the 03:01.911 --> 03:04.160 eastern flank deterrence line . The 03:04.160 --> 03:06.279 eastern flank deterrence line is the 03:06.279 --> 03:08.820 capability that hinges all these 03:08.820 --> 03:11.240 regional plans together . So as we all 03:11.240 --> 03:13.240 talk about these things that are so 03:13.240 --> 03:15.129 important , the use of data , you 03:15.129 --> 03:17.296 actually can use data . So whenever we 03:17.296 --> 03:19.407 talk about how are we gonna use these 03:19.407 --> 03:21.240 new forms of mass , the unmanned 03:21.240 --> 03:23.407 systems . Well , how do you build that 03:23.407 --> 03:25.407 to a standard that you can actually 03:25.407 --> 03:27.518 fight it throughout an alliance , but 03:27.518 --> 03:29.750 as important because this is global , 03:29.899 --> 03:32.066 how do you use it in the Middle East ? 03:32.750 --> 03:35.500 How do you use it in the Pacific ? So 03:35.500 --> 03:37.556 all these standards have to be , and 03:37.556 --> 03:39.222 that's what the eastern flank 03:39.222 --> 03:41.444 deterrence line will bring to all of us 03:41.444 --> 03:44.160 here . And then specifically , we 03:44.160 --> 03:47.990 started in the Baltics . And we 03:47.990 --> 03:50.157 know exactly what we have to develop . 03:51.130 --> 03:53.297 And the use case that we're using is , 03:53.297 --> 03:55.759 is you have to from the ground and if 03:55.759 --> 03:57.703 you now look at everything that is 03:57.703 --> 03:59.759 happening throughout the world , the 03:59.759 --> 04:01.592 land domain is not becoming less 04:01.592 --> 04:03.815 important , rather , it's becoming more 04:03.815 --> 04:06.000 important . You can now take down A2AD 04:06.000 --> 04:09.660 bubbles from the ground . You can now 04:09.660 --> 04:12.529 take over sea from the ground . 04:13.550 --> 04:15.717 All of those things you're watching it 04:15.717 --> 04:17.829 happen in Ukraine , but as important 04:17.829 --> 04:21.519 for us . How do we put that into these 04:21.519 --> 04:23.630 regional plans into the eastern flank 04:23.630 --> 04:25.463 deterrence line ? If you look at 04:25.463 --> 04:28.679 Kaliningrad and it's , you know , you 04:28.679 --> 04:30.679 can argue back and forth , but it's 04:30.679 --> 04:33.670 about 47 miles wide . Surrounded by 04:33.670 --> 04:37.010 NATO on all sides . There's absolutely 04:37.010 --> 04:39.690 no reason why that A28D bubble , to 04:39.690 --> 04:42.100 deter Russia , we cannot take that down 04:42.100 --> 04:44.450 from the ground in a time frame that is 04:44.450 --> 04:46.561 unheard of and faster than we've ever 04:46.561 --> 04:48.850 been able to do . We've already planned 04:48.850 --> 04:52.019 that , we've already developed it . The 04:52.019 --> 04:54.130 mass and momentum problem that Russia 04:54.130 --> 04:56.260 poses to us , a problem that we could 04:56.260 --> 04:58.459 pose , get faced anywhere else in the 04:58.459 --> 05:01.220 world . We've developed the capability 05:01.500 --> 05:03.722 to make sure that we can stop that mass 05:03.722 --> 05:05.944 and momentum problem , approximately 22 05:05.944 --> 05:08.420 divisions worth of capability and then 05:08.420 --> 05:11.019 of course all of us have to make sure 05:11.019 --> 05:13.019 that we have offensive capability , 05:13.019 --> 05:15.186 probably the most difficult , so those 05:15.186 --> 05:18.339 three things we have developed . And , 05:18.420 --> 05:20.587 and we're ready to and we just had the 05:20.587 --> 05:22.753 conference of European armies over the 05:22.753 --> 05:24.864 last two days where we , we went over 05:24.864 --> 05:27.220 this entire concept with each of the 05:27.220 --> 05:29.859 chiefs . Many of the chads have already 05:29.859 --> 05:31.915 seen this , so we know the exact use 05:31.915 --> 05:34.140 case that we have . So everybody can 05:34.140 --> 05:36.307 talk about how we need to use data and 05:36.307 --> 05:38.473 all these other things . So what we've 05:38.473 --> 05:40.529 done with this is we've talked about 05:40.529 --> 05:42.696 the system . NATO has already procured 05:42.696 --> 05:45.820 the system . We already know exactly 05:45.820 --> 05:47.876 that what we have to do with cloud , 05:47.876 --> 05:50.429 and we know exactly the type of actual 05:50.429 --> 05:52.429 unmanned systems , brigades , and 05:52.429 --> 05:54.485 everything else that we need . So if 05:54.485 --> 05:56.373 you're industry , we can tell you 05:56.373 --> 05:59.420 exactly what we need . And then for 05:59.420 --> 06:01.476 industry , you'll also sit there and 06:01.476 --> 06:03.587 say , OK , well , can you help us out 06:03.587 --> 06:05.642 with a little bit more specificity . 06:05.642 --> 06:09.149 Absolutely . So for industry , very 06:09.149 --> 06:12.519 specifically . What we would like you 06:12.519 --> 06:15.529 to start to look at . Is that anything 06:15.529 --> 06:19.359 that we develop . It has to be 06:19.359 --> 06:22.510 interoperable . But I want to talk a 06:22.510 --> 06:24.621 little bit more about the specificity 06:24.621 --> 06:27.109 of er of interoperability . The first 06:27.109 --> 06:29.549 thing that we always talk about is data . 06:30.980 --> 06:34.980 We need industry to mitigate . The risk 06:35.149 --> 06:37.410 that every nation sees in data . So if 06:37.410 --> 06:40.390 we talk about cloud you as industry 06:40.390 --> 06:42.501 have to come in and talk about how we 06:42.501 --> 06:44.446 can share data without that nation 06:44.446 --> 06:46.709 being concerned about where that data 06:46.709 --> 06:48.931 is gonna be . We know that we can solve 06:48.931 --> 06:51.950 this every day . Whenever we look at 06:51.950 --> 06:54.579 modular systems and we talk about what 06:54.579 --> 06:57.179 we need with modular systems and what 06:57.179 --> 06:59.235 this is what the Army Transformation 06:59.235 --> 07:01.346 initiative and Secretary Driscoll and 07:01.346 --> 07:03.859 General George are trying to push and 07:03.859 --> 07:05.859 this is exactly what our allies are 07:05.859 --> 07:07.970 looking for as well and I'll give you 07:07.970 --> 07:10.192 everyone loves to talk about long range 07:10.192 --> 07:13.470 fires and uh air defense so 07:13.470 --> 07:15.989 specifically what we want to develop is 07:15.989 --> 07:19.070 a common launcher . A common launcher 07:19.070 --> 07:21.470 that is both offensive and defensive 07:21.470 --> 07:25.019 capable . We want a common 07:25.399 --> 07:28.700 fire control system . So that any 07:28.700 --> 07:32.250 nation can use that fire control system . 07:32.820 --> 07:35.042 Right now , there are many nations that 07:35.042 --> 07:37.619 if they buy a platform . And another 07:37.619 --> 07:39.841 nation buys that platform , they're not 07:39.841 --> 07:42.339 interoperable because of that lack of 07:42.339 --> 07:45.010 common operating system . It's trust , 07:45.179 --> 07:47.346 that's all that is . We can solve it . 07:47.346 --> 07:49.457 And then obviously we want everything 07:49.457 --> 07:51.890 to be optionally manned . So if we look 07:51.890 --> 07:55.140 out for an air defense system or a long 07:55.140 --> 07:57.549 range fire system , we want it to be 07:57.549 --> 08:00.130 one system , optionally manned , and we 08:00.130 --> 08:02.186 won't be able to take munitions from 08:02.186 --> 08:04.241 any country and shoot through that . 08:04.600 --> 08:08.420 That's just 11 example of many . And 08:08.420 --> 08:10.253 then we know that there's also a 08:10.253 --> 08:12.420 bureaucracy involved in this , and the 08:12.420 --> 08:14.476 United States has taken on reform of 08:14.476 --> 08:16.476 foreign military sales , and you're 08:16.476 --> 08:18.476 already seeing the changes that are 08:18.476 --> 08:20.698 coming . We already know that we're now 08:20.698 --> 08:22.864 having , um , actual things that we're 08:22.864 --> 08:25.031 being allowed to move at a higher rate 08:25.031 --> 08:27.369 of speed and getting approved faster . 08:27.859 --> 08:30.100 But the problem is , is we cannot buy 08:30.100 --> 08:32.659 things if they do not exist . And this 08:32.659 --> 08:35.469 is where we need industry . Uh , we , 08:35.549 --> 08:38.109 we have sent a clear demand signal to 08:38.109 --> 08:41.049 you of exactly what we need . And 08:41.049 --> 08:43.271 throughout these next 2 days , you will 08:43.271 --> 08:45.493 be able to talk to us and we'll be able 08:45.493 --> 08:47.660 to tell you anything that we require . 08:47.848 --> 08:49.904 Some of the other key things that we 08:49.904 --> 08:52.237 have to have , if you sell us something . 08:52.880 --> 08:54.991 It has to be interoperable . You have 08:54.991 --> 08:58.739 to share the API . The 08:58.739 --> 09:02.090 cost has to go down . As a general rule , 09:02.140 --> 09:04.900 it whatever you're shooting at the 09:04.900 --> 09:07.770 whatever you know , weapon system or 09:07.770 --> 09:10.210 munition you shoot at another , uh , 09:10.340 --> 09:12.820 adversary's capability , it should be 09:12.820 --> 09:15.169 cheaper than what you're shooting down . 09:17.000 --> 09:20.400 The cost curve has to go down . Again , 09:20.440 --> 09:22.440 interoperability as you talk to our 09:22.440 --> 09:26.349 allies . Um , the biggest , other than 09:26.349 --> 09:28.460 the fact of the timeliness of getting 09:28.460 --> 09:30.719 capability . The ability to be 09:30.719 --> 09:33.030 interoperable is their number one 09:33.030 --> 09:35.690 concern . And we have to solve that , 09:36.020 --> 09:38.187 especially in this alliance , if we're 09:38.187 --> 09:40.464 gonna get to where we actually need to . 09:40.464 --> 09:42.520 I look forward to seeing many of you 09:42.520 --> 09:44.742 out here throughout the next two days . 09:44.742 --> 09:47.076 Uh , we know exactly what we have to do . 09:47.076 --> 09:49.242 And uh we look forward to working with 09:49.242 --> 09:50.309 all of you on it . Thank you very much .
