U.S. Army and multinational soldiers participate in a stress shooting exercise during the European Best Medic Competition (EBMC) Dec. 5, 2023, at Grafenwoehr Training Area, Germany. The EBMC will test the physical fitness, medical skills, and readiness of European theater medic’s ability to perform technical task to standards of excellence in a broad spectrum of critical individual and team skills during combat operations. The highest winners of U.S. forces are selected to represent the European region at the Army Best Medic Competition at Fort Liberty, North Carolina.

Brave Partner is a U.S. Army Europe and Africa scheduled, directed, and led short notice action planning exercise, which includes live-fire training and is designed to demonstrate U.S.Army Europe and Africa’s operational reach, validate U.S. investments in North Macedonia, and increase readiness.
Pioneering communications demo starts U.S. Army exercise
Soldiers with the 2nd Theater Signal Brigade were the first in history to facilitate En route Mission Command outside of the U.S. while in-flight with Stryker vehicles as a tactical command post aboard a military aircraft, which kicked off the U.S. Army Europe and Africa exercise, Brave Partner, Dec. 1 at Skopje International Airport.

Task Force Marne Soldiers and NATO Allies sharpen skills during Ramming Bull exercise

Task Force Marne Soldiers assigned to 3rd Infantry Division, conduct live-fire training during the Ramming Bull exercise held at Pabrade Training Area, Lithuania, Nov. 18-29, 2023. Ramming Bull is a series of live-fire exercises conducted by the German-led NATO enhanced Forward Presence Battle Group in Lithuania designed to test the readiness, cohesiveness, and interoperability of the battle group. NATO countries participating in the exercise included Belgium, Germany, Lithuania, the United States and the Netherlands.

On this AFN Europe Report: On November 18, numerous Djiboutian artists and vendors showcased their art and regional wares at Camp Lemonnier, Djibouti for the installation’s biannual bazaar, which has raised over $49,000 for Djiboutian artists-and-vendors and has added over $170,000 to the local economy. On November 15, the 7th Army Training Command, or 7th ATC, Headquarters and Headquarters Company hosted Master Resilience Trainers, or M-R-Ts, training at Tower Barracks Chapel in Grafenwoehr, Germany. The refresher training focused heavily on Activating Event-Thoughts-and-Consequences, or ATC, and Character Strengths.
OCOLA Changes 2023
The DOD implemented the second phase of OCOLA decreases November 15, 2023. Service members in affected OCONUS locations will see the decreases in their December 1, 2023, paychecks.
Overseas Cost-of-Living Allowance is a non-taxable allowance designed to ensure service members assigned to a permanent duty station outside of the United States maintain an equivalent level of purchasing power as their counterparts stationed in the U.S. OCOLA calculations are based on a comparison to prices in the U.S. as well as a myriad of factors to include rank, time in service and number of dependents. If U.S. prices rise at a rate greater than overseas prices, OCOLA may decrease. Additionally, OCOLA may increase if overseas prices rise at a rate greater than U.S. prices.
